Seminar on the establishment of the Early Warning System on new psychoactive substances – The report on participation

 
As a member of the Committee for the prevention and control of substance abuse, I participated in the Seminar on the establishment of the Early Warning System on new psychoactive substances which was held on December 17th 2015. Seminar had an international character and had been organized by the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) under the auspices of the Ministry of Health of the Republic of Serbia.
 
During the seminar, a number of lecturers from our country and from abroad presented their papers on the topic of early detection, warning and other possible preventive intervention in relation to new psychoactive substances. One of the conclusions arising from the work of the seminar is that the number of newly registered substances is increasing (during the last year on the list of the Ministry of Interior, according to the data communicated by the participants of the seminar from the relevant departments MUP service, was the 556 substances in this category); on that basis, it was concluded that there is need for the fast and efficient networking system of all the relevant professional services from our country and the region that would be involved in the prevention of the possible consequences of this trend.
 
The establishment of such a system of early warning on new psychoactive substances is the obligation of the Republic of Serbia according to the negotiating Chapter 24, accordingly, experts from the EU during this seminar presented the norms of European regulations and standards in this area.
