Director is the governing body of the Institute, authorized to organize activities and govern the work process, to act for and on behalf of the Institute, and is liable for the legality of its work. Director conducts the following activities defined in the Statute:

1. proposes the Institute’s work program and takes due measures for its implementation;
2. enforces decisions of the Management and Supervisory Boards;
3. presents written quarterly and semestral reports to the Management Board on operations of the Institute;
4. passes the act on work organization and job classification at the Institute;
5. appoints members of the Professional Council at the proposal of organizational units;
6. appoints members of the Ethics Committee at the proposal of the Professional Council;
7. issues orders for the execution of financial plans and programs of the Institute;
8. provides a way to maintain the minimum work process at the Institute in case of a strike, in accordance with the law;
9. makes decisions regarding work rights and obligations of employees in accordance with the law;
10. responsible for timely and quality provision of health care and implementation of the internal quality control;
11. responsible for compliance with court rulings and orders issued by inspection and other legally authorized bodies;
12. attends meetings of the Management and Supervisory Boards, as well as meetings of the Professional Council, without the decision-making right.

Management Board

Members of the Management Board have been appointed by the decision of the Government of the Republic of Serbia 24, No: 119-11631/2014 at the session held on October 2th 2014.

Members of the Management Board from the Institute of Mental Health:

Management Board is the governing body of the Institute. It is comprised of seven members, three of which are Institute employees and four are representatives of the Founder. Management Board conducts the following activities:

1. passes the Statute of the Institute with the consent of the founder;
2. passes other general acts in accordance with the law;
3. makes decisions regarding the Institute’s operations and establishes its business policy;
4. prepares the work and development program;
5. produces financial plan and annual account of the Institute and submits them to the founder;
6. adopts annual operating and business reports;
7. makes decisions on the use of funds in accordance with the law;
8. announces public competition and conducts procedure for the selection of candidates for the position of Director;
9. sets the prices of health care services provided by the Institute, which have not been defined in the contract with the Health Insurance Fund;
10. makes decisions on credits in connection with current operations;
11. plans the procurement of medical and other equipment, and makes decisions on the acquisition and alienation of accountable property in accordance with the law;
12. adopts the advanced professional development plan for health care workers and associates, at the suggestion of the Professional Council, and provides conditions for its realization;
13. adopts its own Rules of Procedure;
14. makes decisions on write-offs of uncollectible and overdue claims;
15. appoints interim committees and other task forces;
16. makes decisions on the construction and adaptation of facilities, and on the provision of funds for such activities, in accordance with the law;
17. examines internal control service reports on all transactions involving revenue and expense accounts, financial resources and obligations accounts, and funding accounts, as well as management of the state property, at least twice a year;
18. examines internal quality control reports;
19. conducts other activities in accordance with the law and the Statute.

Supervisory Board

Members of the Supervisory Board have been appointed by the decision of the Government of the Republic of Serbia 24. No: 119-11631/2014 at the session held on October 2th 2014.

Members of the Supervisory Board from the Institute of Mental Health:

Supervisory Board is the body supervising the lawfulness of activities conducted by the Director, Management Board, and the Institute. It is comprised of five members, two of which are Institute employees and three are representatives of the founder.
Supervisory Board conducts activities defined by the law and the Statute of the Institute, as follows:
1. supervises professional and business activities of the Institute;
2. examines periodical, semestral and annual operating and business reports, as well as annual account of the Institute, and establishes if they are prepared in accordance with the regulations;
3. establishes if business records and other documents of the Institute are kept properly and in accordance with the regulations;
4. monitors enforcement of laws and regulations in connection with financial activities;
5. monitors implementation of decisions of the Management Board;
6. adopts its own Rules of Procedure;
7. conducts other activities in accordance with the law and the Statute.
